ORDER

The Joint Stipulation Regarding Plaintiffs-Appellees' Request for Attorneys' Fees is GRANTED.

The County is ordered to pay to the Citizens the sum of $98,637.50 in full satisfaction of any and all claims against the County for the Citizens' attorneys' fees pursuant to Section 505(d) of the Clean Water Act , 33 U.S.C. §1365(d) , for proceedings before this Court in the above-captioned matter, through and including the date of the joint stipulation. Payment shall be made to "Earthjustice" and shall be delivered to the Citizens' attorneys of record.

The County shall not be required to pay the Citizens' attorneys' fees until ninety (90) days following Final Judgment in this case, as defined in the Equal Access to Justice Act, 28 U.S.C § 2412 (d)(2)(G) .

During any appeals period, interest on the award of the Citizens' attorneys' [*2] fees shall be calculated at the rate established by the Secretary of the Treasury, pursuant to 28 U.S.C. § 1961 , but need not be paid until ninety (90) days following Final Judgment.
